I would go to my congressman or woman and give them the details. It sound like you have a lot of info to share. It would not hurt to speak to a local opinion contributor to the business section of the local paper. If it's happening in one place, it is surely happening in others. Look how building and landscape contractor all around are putting others out of business by their illegal hiring practices!
