How does the Phosphate ion(PO4^3-) form?

I know that Phosphate has an ion charge of 3- and Oxygen has an ion charge of 2-. How do these combine if they both tend to gain electrons to form anions? If they are both negative charge then the overall charge for the Phosphate ion should be --11 (adding phosphate and Oxygen)!!! Please help me get this concept...
