Child Support, could a system meant to help be tainted at the same time?

First of all I'm not one who has been ordered to pay child support. That statement is for those who prefer to dismiss a topic by uming the topic creator is bitter. Anyway, I've spoken with a few child support lawyers who agree child support is great for a parent to receive help from the outright refusing to help other parent. However, these same lawyers agree the institution of child support suffers greatly from being corrupt, unfair, and biased.
